Can You Get the SNWA Rebate and Still Build a Patio? Yes.

Desert-friendly paver patio in a Las Vegas turf conversion

There is a conversation happening in Las Vegas backyards a few hundred times a week: we want the grass out, we want the rebate, but someone told us a patio cancels the rebate. That is half right, and the half that is wrong is worth thousands.

Here is the actual rule from SNWA's Water Smart Landscapes program. A concrete patio, walkway, curbing, or driveway extension gets no rebate credit, and those areas are subtracted from your eligible conversion area. But a patio or walkway built as brick or flagstone with sand grouting, permeable, letting air and water pass through, can be included if all other conditions are met. The same 400 square foot patio, same spot, is either a deduction from your rebate or part of it, depending entirely on how it is built underneath.

What that is worth

  • $5 per sq ft for the first 10,000 sq ft, $2.50 per sq ft thereafter, per property per fiscal year.
  • LVVWD customers: an additional $2 per sq ft, up to $7 per sq ft total.
  • City of Henderson: an additional $575, plus $50 per qualifying tree.
  • Tree Enhancement Program: $100 per qualifying tree.

On a 400 sq ft patio inside a conversion, a concrete patio counts for nothing, while a sand-set permeable one can add roughly $2,000 at $5 per sq ft, or $2,800 at the LVVWD rate. The incentive points you toward the method that also performs better here, since sand-set pavement flexes with soil movement, lifts and resets for repairs, and lets monsoon water infiltrate.

The conditions, all of them

The rebate has conditions with real money attached, and one mistake ends the whole thing, so read these before anyone digs.

  • Apply and get a pre-conversion site visit before removing any grass. Removing your lawn without approval makes the conversion ineligible, with no appeal. If a contractor offers to start tearing out grass before that visit, stop.
  • Your grass has to be alive when they come. The program reduces existing water demand, so keep watering until the visit is done.
  • Plants covering at least 50% of the converted area at maturity. SNWA uses mature values, so you can plant small.
  • Drip irrigation with a filter and pressure regulator. No spray irrigation in the converted area.
  • Mulch coverage, rock or bark. Permeable artificial turf is accepted as a mulch substitute but does not remove the 50% plant requirement.
  • Any weed barrier must be permeable, fabric or mesh, not plastic.
  • A conservation easement recorded with Clark County, permanently. It binds every future owner: no irrigated grass, spray irrigation, pool, pond, or water feature in the converted area. If you might want a pool in that corner someday, do not convert that corner.
  • Twelve months to complete from the pre-conversion visit, with up to a 90-day extension at SNWA's discretion.

Why September, and the trap in it

Fall is the best install season here, which is also when everyone else figures that out, so SNWA notes that applications and site-visit wait times climb in spring and fall. Use the wait: apply now (free, no obligation), keep watering, and design during the queue, so you build after approval in late fall or winter. That is genuinely good hardscape weather here.

"The same patio, same spot, is either a deduction from your rebate or part of it, depending entirely on how it is built underneath."

Two things to verify yourself: confirm current amounts and conditions at snwa.com/rebates/wsl before budgeting, since rates and supplements change, and talk to a tax advisor, because SNWA notes rebates may be taxable. Then see how permeable hardscape gets built through our paver services, why it also solves backyard drainage, and what finished conversions look like in our project gallery. When you are ready, book a free design consultation and we will show you what is eligible, what is not, and what the rebate realistically covers. Prefer a one-pager? Frequently asked questions

Does a paver patio count toward the SNWA rebate?

It can. SNWA excludes concrete patios but allows brick or flagstone with sand grouting, permeable, if all other conditions are met. Confirm your specific design with SNWA first.

Can I remove my grass before the SNWA inspection?

No. Removing grass before the pre-conversion visit makes the conversion ineligible, with no exceptions. Keep it alive and irrigated until SNWA has approved.

How much is the SNWA turf rebate?

$5 per sq ft for the first 10,000 sq ft and $2.50 per sq ft beyond, plus local supplements and $100 per qualifying tree. Verify current amounts before budgeting.
