The SNWA Rebate + Hardscape Eligibility Checklist

1. Before you remove any grass

Apply to the SNWA Water Smart Landscapes program (free, no obligation, cancel anytime before accepting).Complete the pre-conversion site visit before removing any grass. Removing it first voids the rebate permanently.Keep the lawn alive and irrigated until the visit is done. The program reduces existing water demand.

2. What counts toward your rebate

Living plants, decorative rock and permeable mulch in the converted area count.Brick or flagstone with sand grouting (permeable) can be included if all other conditions are met.Concrete patios, walkways, curbing and driveway extensions get no credit and are subtracted from your eligible area.

3. Design rules that must be met

Plants cover at least 50% of the converted area at mature size (you can plant small).Drip irrigation only, with a filter and pressure regulator. No spray irrigation in the converted area.Mulch coverage with rock or bark; permeable artificial turf can substitute but does not remove the 50% plant rule.Any weed barrier is permeable (fabric or mesh, not plastic).

4. The commitments to understand first

A conservation easement is recorded with Clark County, permanently. It binds every future owner.In the converted area you can never install irrigated grass, spray irrigation, a pool, a pond, or a water feature.You have 12 months to complete from the pre-conversion visit (up to a 90-day extension at SNWA discretion).

5. What it pays (verify before budgeting)

$5/sq ft for the first 10,000 sq ft, $2.50/sq ft beyond, per property per fiscal year.LVVWD customers: an additional $2/sq ft (up to $7/sq ft total). City of Henderson: an additional $575.$100 per qualifying tree through the Tree Enhancement Program.Confirm current amounts and conditions at snwa.com/rebates/wsl before you budget, and ask a tax advisor (rebates may be taxable).

6. The order to do it in

Apply, then wait for the site visit while you keep watering.Design during the wait (dead time you can use).Build after approval, then request the post-conversion inspection.Sign the notarized easement; payment generally follows within about 10 business days of recording.
